Can not add Outlook email accounts to Mail app - error 0x85050013 displayed, Elan touchpad will not scroll.

I can not add one Outlook email account to my mail app. Two other Outlook accounts wanted the password input, they are working fine. On the one account that will not add after inputting email address and password an ERROR 0x85050013 appears. I have not found any reference to that error code.

My Gateway NE56R41u laptop has a Elan touchpad, the driver is Elan Microelectronics corp. version 11.15.0.14 which is the latest driver available (released July1, 2015). I have tried rolling back to an earlier driver with no improvement. I have noticed in mouse properties the display settings has changed, for example enable and disable EDGE swipe no longer appears.

The Elan touchpad DOES SCROLL CORRECTLY after I rolled the driver back to a previous driver. Under the "ELAN" tab then the "Options" button displays different settings with the old driver, i.e. the old driver has more options.  (EDGE Swipe appears)

(rollback driver version is 11.6.16.3)

SEE NEW UPDATE BELOW AS THIS IS STILL A PROBLEM BECAUSE WINDOWS UPDATE CONTINUES TO DOWNLOAD AND INSTALL THE LATEST DRIVER.

Type Restore Point (in the search box) & add a new point BEFORE making ANY CHANGES to your COMPUTER.

By design Windows 10 has changed the options available for Windows Update.  These include not being to "Hide" updates, or easily prevent them from automatically downloading.  I myself don't know a method of doing either but hopefully something may turn up in the future.

If you want to stop Windows Updates for installing drivers see this article for extra details.  It is wise to check a manufacturer's site for drivers before using Windows to update drivers.
