Install a DLL file in the windows/system32 folder

I am using Windows 10 personal and installing a program for work that needs to install a DLL file in the windows/system32 folder.  However, the installation freezes at that point.  The software manufacturer said that I need to change the security settings in order for the installation to complete.  I am logged in as a user set to administrator, but cannot change the settings.  I went through the process of activating the built in administrator and logging back on but still cannot change the setting.   I turned of Windows firewall and also tried right clicking the file to select "run as administrator", but nothing works.

How do I complete this installation?
