Why is Windows Update failing while trying to install KB3164398 ?

Starting on Tuesday, January 10, 2017, the usual monthly "Patch Tuesday" updates arrived for my Windows 10 Pro 64-bit laptop.

Everything downloaded and successfully installed EXCEPT for the following:

Critical Update for SQL Server 2016 MSVCRT Prerequisites KB3164398

The error, which has happened each time I click Retry on the Windows Update screen, is the following

Error 0x80070643

Two questions:

1. Is there a place I can go to get a version of KB3164398 that, unlike the one sitting in the Windows Update "pending" queue, will actually install?

2. How can I remove that "update" from the pending queue (in case the answer to question #1 indicates there is no such work-around)?

Please run the Windows Update troubleshooter and see if it fixes the issue:
1. Select the keyboard shortcut
2. Type “Troubleshooting” without the quotes and press the ENTER key.
3. Click View All.
4. Click System and Security.

5. Right click Windows Update, select Run as an Administrator, click Advanced and, if necessary, check the box before Apply repairs automatically in the next window and click Next.
6. Click the Close button to finish troubleshooting or View detailed information to see more information about the results.


Please provide details of anything not fixed.
