Vista to Win 8 (or 8.1) thru Copy/Paste?

I've read a number of exchanges on this board about using sophisticated means to migrate my Vista files to Win 8 or 8.1.   I actually tried it thru a restore to Win 8 from a Vista backup stick, and it failed.  My follow-on question did not help make it work either.

So, simple question Why can't I just Copy my files from the Vista machine and Paste them into the Win 8 (or 8.1) machine -- that is, My Documents, Pictures, Favorites, etc.?  I understand that I will need to download or get from my old startup discs the PROGRAMS that'll use such files, but beyond that would there be some difficulty?

Your user Folder and the Public folder (if you have data stored there is what what I would copy:

So, I would copy the following:

C:UsersWALT

C:UsersPubic

Don't copy the entire User folder, just copy the specific folders, if there are other active accounts on the computer, log into the account and copy it manually.
