What could the problem be if an audio cd does not play right, it skips and/or jumps, but it plays well after it is ripped to computer? and while ripping, it takes forever.

Cd rom plays audio cd with distortion, and after ripping it, which takes forever, the songs play ok

Thank you for choosing Windows 8 and for providing us an opportunity to assist you.
From the descriptions, it appears that an audio CD is not playing right, it skips or jumps, but plays well after being ripped to the computer.
I will try to troubleshoot the issue.
Just a few questions for a better understanding.
1) Is the issue confined to a particular CD?
2) Has there been any change after which this issue occurred?
3) How are you trying to play the audio CD’s?
If the issue is with a particular audio CD then the CD may be corrupted.
If the issue is with all the CD’s then follow these instructions.
Method 1: Run the Windows Media Player Settings Troubleshooter if you are playing the CD's in Windows Media Player and check.
a. Press the "Windows + C" to activate the charms menu or move the mouse pointer to bottom right corner of the screen and you will get the charms menu.
b. Click on Search and select Settings.
c. Type Troubleshooting and select Troubleshooting.
d. Select View all on the left hand side.
e. Select Windows Media Player Settings Troubleshooter.
f. Click next and follow the onscreen instructions.
Method 2: Update the Sound drivers
