Need to download a PDF editor app

I need my employees to be able to fill out active PDF forms and sign them. I just purchased the Surface RT 2 thinking that because you can do it on an Android and iOS device the Windows app would be the same. Boy, was I wrong! I downloaded the Adobe PDF Touch. With this app my functions do not add up, I can not sign my documents, and my submit button does not work. I am supposed to be up and running with these devices by December 1st, 2014 (45 days from now). Is there any other app that would give me the capabilities that I need.

I would suggest you to install reader app from Windows store and check if it is useful.
