Windows 10 can connect, but can't be connected to on network

Windows 10 machine is not discoverable by other computers on the same network. It, also, does not auto-discover them. They can, however, be found through the explorer using \Name or \IP as path. But, they disappear as soon as the explorer window is closed. Ubuntu virtual machine running on the Windows 10 machine, does auto-detect other computers on the network. It, however, cannot discover the host machine.

Windows is up to date. Host machine's ethernet is wired. Internet works fine on every machine. Also, tried turning all firewalls off. When off, the connection attempt fails immediately. When on, the attempt hangs then fails.

Best guess is there's a registry permission preventing discovery. I do not know though. Can someone please help?
